🔦 LMC Update: Union Pushes Forward in April 21 Meeting with DPP Leadership

AFSCME Local 3661 continues its commitment to advocacy, transparency, and accountability in the workplace.

On April 21, 2025, President Rayneika Robinson and union representatives sat down with leadership from the Division of Parole and Probation (DPP) for this month’s Labor Management Committee (LMC) meeting. These ongoing meetings are critical to pushing forward the concerns of our members, holding management accountable, and keeping communication open between the frontlines and leadership.

While we’ve seen progress in some areas, challenges remain—and your union is not backing down. The current administration has emphasized that accountability will be at the forefront of all agency operations. They’ve also announced plans to roll out refresher trainings focused on the fundamentals of case management, along with more stringent performance expectations. Now more than ever, it's essential that we stand united and continue to write our own narrative.


✅ Staffing & Workload

We reviewed hiring progress, office vacancies, and requested updated caseload data. Topics included:

  • Internal transfers
  • Shortages among Addiction Counselors
  • Support for overloaded Social Workers

📊 Transparency & Information Sharing

The union followed up on critical data requests, including:

  • Updated Table of Organization charts
  • Office-level staffing breakdowns
  • Intake numbers
  • Distribution of vests & OC spray
  • Signed Non-Contact Protocol (NCP) policy

DPP has committed to providing responses by April 25, 2025.

🛠 Workplace Operations

Union representatives addressed ongoing concerns around:

  • Unsafe office layouts
  • Confusion surrounding the core hours policy

Management agreed to review and revise certain procedures and provide more clarity moving forward.

🗣 Morale, Support & Training

We raised concerns around low morale, the need for stronger supervisory support, and inconsistent training practices. Management committed to:

  • Re-focusing on foundational training (including EPICS II)
  • Enhancing supervisor toolkits like OCMS

⛔ Health & Safety

We emphasized serious concerns regarding:

  • Office layouts that put staff at risk
  • Lack of private, confidential meeting areas

A formal request was submitted to meet with the Office Design Team to ensure that staff safety is prioritized in all future layouts.
