Who We Are
AFSCME Local 3661 is a member-led union built on the foundation of advocacy, solidarity, and action. We proudly represent the hardworking individuals on the frontlines of community corrections—a diverse group of professionals whose efforts help keep Maryland safe every day.
Our Local is made up of dedicated members, shop stewards, executive leaders, and passionate activists who work together to create safer, more just workplaces. We believe that improving workplace conditions empowers our members to better serve Maryland’s most vulnerable populations and make a lasting impact in the communities we serve.
We represent a wide range of job classifications across multiple public safety and community correctional agencies. Each unit plays a critical role in Maryland’s justice system:
🔗 Division of Parole and Probation
Our members in the Division of Parole and Probation serve as the crucial link between formerly incarcerated individuals and their successful reintegration into the community.
From Parole and Probation Agents and Drinking & Driving Monitors to Intake Workers, Office Secretaries, and more—our members supervise clients with charges ranging from DUI to domestic violence and violent offenses. They prepare warrants, manage case files, refer clients to vital support services, and help reduce the likelihood of reoffending. They are a lifeline for individuals seeking a second chance—and an anchor for public safety.
📝 Maryland Parole Commission
The Maryland Parole Commission is the administrative heartbeat of our state’s parole process. We represent members in office professional roles such as Office Secretaries, Office Processing Clerks, and related positions.
Our members schedule parole hearings, type and process warrants, and ensure the paperwork that powers parole decisions is accurate and timely. Their behind-the-scenes work keeps the system running efficiently and justly.
🏠 Home Detention Unit
Members of the Home Detention Unit are responsible for monitoring individuals released from correctional facilities and placed on home detention. These members—primarily Correctional Officer Sergeants—perform a wide range of essential tasks.
They conduct home visits, ensure compliance with release conditions, transport inmates across the state, and perform “retakes” when individuals violate program terms. Their work is critical to both accountability and rehabilitation.
⚖️ Pretrial Release Services
The Pretrial Release Unit supports individuals arrested in Baltimore City as they await court proceedings. From conducting interviews at Central Booking to making bail recommendations and monitoring clients on pretrial supervision, our members ensure due process is followed while keeping communities safe.
This unit includes Pretrial Release Investigators, Case Agents, Secretaries, and other key roles—all working to ensure that justice is both fair and functional.
📡 Police Communication Operators
Our union also represents Police Communication Operators for the Department of Public Safety and Correctional Services. These professionals provide real-time radio monitoring for Home Detention Officers and conduct live tracking of GPS units assigned to monitored individuals.
They are the central dispatch for emergency responses and the first line of communication during violations—ensuring that officers and the public remain safe.
