Local 3661 has been on the move — taking bold action to improve workplaces for community corrections workers across Maryland.

Representing employees from the Division of Parole and Probation, the Maryland Parole Commission, Home Detention Unit, Pretrial Release Services, and the Department of Public Safety and Correctional Services Police Communications Operations, we’ve been working tirelessly to make an impact — not only in our workplaces but also in our communities.

We hit the ground running in 2025, and we are proud to say: Local 3661 is making a difference.


Turning Tragedy into Action: Honoring Agent Martinez

This year, our Division of Parole and Probation suffered an unimaginable loss with the tragic death of Agent Davis Martinez, who was murdered while conducting a routine home visit. His passing sent shockwaves of grief through our division, leaving many of us heartbroken and searching for answers.

But instead of allowing this tragedy to break us, we chose to stand together and fight.

In honor of Agent Martinez’s life and service, Local 3661 mobilized to advocate for the passage of the Davis Martinez Act — critical legislation to help protect community corrections workers across Maryland. Thanks to the hard work and determination of our members, the Davis Martinez Act was successfully passed into law.

Through this victory, Agent Martinez’s legacy will continue to protect those who serve on the frontlines.


Local 3661 in Annapolis: Writing Our Story

Our advocacy didn't stop there. This legislative session, Local 3661 showed up and spoke out, testifying at numerous hearings to tell the real story of community corrections.

Budget and Personnel Hearings:

  • Rayneika Robinson, Local 3661 President, led efforts at the DBM Personnel Hearings.
  • She also testified on behalf of the Davis Martinez Act (HB176/SB26).

Countless lobby nights and one-on-one meetings with legislators helped us reshape the narrative around community corrections, raising awareness and driving real change.


Defending Worker Rights and Safety

Even as we fought for new laws, we continued the hard work of protecting our members day-to-day.

  • We stood with our AFSCME brothers and sisters to successfully defend our negotiated raises, ensuring members will receive their 1% increase on July 1st, plus step increases based on hire dates.
  • We challenged unsafe working conditions, playing a key role in a MOSH citation against the Division of Parole and Probation for failure to mitigate hazards.
  • We filed new MOSH complaints for the Division of Pretrial Release Services.
  • We even called in the fire marshal, leading to multiple violations being cited at several offices — because no one should have to work in unsafe conditions.

This work isn't easy. It takes dedication, courage, and the collective strength of our members. And it’s making a real difference.
